Does the Mayor have to do homework?

An 18 year old high school student became mayor of a town this election day. I wonder, the Mayor is in charge of the educational system right? Does that mean that he can get out of doing his homework? This is the first time I have ever read about someone winning as a write in vote. Check out the article on channel 6 news.
